As a Senior Environmental Permitting Manager for Arcadis my responsibility is to help support our permitting group throughout the southeastern U.S. and helping to expand our business within the renewable energy, transportation and other sectors. Leveraging my 20 years experience in environmental and ecological permitting on the federal, state and local levels I provide technical support to our internal environmental resilience team and our external clients.

At MN8 Energy I work within the Operational Excellence Team (OET) in providing subject matter expertise on environmental permitting, policy, and regulations as it relates to the operation of our growing PV Solar, EV charging stations, and BESS assets throughout our entire fleet. As an additional part of my role I assist in the development and implementation of environmental policies and SOPs within MN8 Energy and provide support to our Operations & Maintenance division, MN8 Solutions. I have been fortunate in routinely working with internal stakeholders across all of our verticals (departments) from development to construction and asset management.

At UL Solutions I assist our Renewable Energy team in providing third party engineering reviews of solar, onshore/offshore wind turbine, and energy storage projects in North America. My primary responsibility is to ensure that all environmental and permitting concerns have been met and meet the necessary regulatory requirement to ensure that our Clients can secure financing and move their projects forward to completion.

As a Senior Environmental Scientist my responsibilities include managing projects of various levels of complexity ranging from a Phase I/II ESAs, wetland delineations, gopher tortoise surveys, environmental permitting, site assessment/remediation and tank removals. Lead Project Manager for Due Diligence and Site Assessment/Remediation projects. Responsible for development of environmental services within OEC and development of environmental sampling procedures. Assisted in training of junior staff.

Responsible for providing support on multiple railway and motorway projects throughout Ireland to ensure minimal hydrogeological impacts. Conducting desktop reviews of proposed plans and assisted in the completion in Environmental Impact Assessment Reports for various reports following EIA Directive 2014/52/EU. Completion of Constraints and Options Reports for motorway and railway projects within Ireland for multiple clients.

Responsible for the management of Florida Department of Environmental Protection (FDEP) Petroleum Restoration Program sites including budgeting, project management, completion of all fieldwork and associated reporting. Site assessment and remediation of various sites throughout Florida. Conducted Phase I and II ESAs on sites in Florida and Georgia. Responsible for the development ecological services in Florida and developing work within the scrap metal recycling industry.

Managed projects of varying complexity including environmental permitting for proposed solar power plants, Phase I ESA, and Stormwater permitting totalling over $150k. Mr. Dugan is an authorized agent of the state for gopher tortoise surveys and has assisted in the removal of gopher tortoises from sites throughout Florida. In addition, he has assisted in the completion of numerous threatened and endangered species surveys. Responsible for the completion of Phase I ESAs for various clients throughout Florida. Conducted groundwater and soil sampling events at numerous sites. Trained junior staff on proper field sampling protocols including groundwater and soil sampling. Assisted in several projects including NEPA permitting, SWPPP, RCRA permitting and site assessment/remediation.

Responsible for business development activities in NE Florida and SE Georgia to increase market share of EarthCon. Continued development of scrap metal recycling industry clients with addition of two clients and several projects totalling over $50k which included SWPPP development, air monitoring plans and SPCC. Assisted in collection of soil, groundwater and surface water sampling events. Trained junior staff on sampling protocols.

Aided in Phase I and due diligence including field duties, active assessment/remediation, source removal of contaminated soil and oversight. Responsible for conducting field studies in conjunction with Clean Water Act section 316b. Conducted wetland delineations and Phase I. Environmental oversight of transmission line work and road construction. Managed multiple projects dealing with RCRA permitting, SWPPP, SPCC and waste management. Experienced in dealing with regulators on permitting issues. Responsible for developing clients in scrap metal recycling industry and expanding footprint of Golder within the industry. Responsible for the addition of five national clients with project totalling over $300k.

Responsible for groundwater remediation at petroleum clean-up sites. Conducted groundwater sampling and well installations. Aided in maintenance and operations of various remediation systems throughout NE Florida. Completed No Further Action (NFA) on two petroleum sites.
